“Released” must remain tied to the reporting agency. It can coexist with a transfer, another hold, or a new custody episode. The facility release record can provide the date, time, release code, and receiving agency if those fields are maintained and disclosable.

Marshall County Written Release Notices
VINE registration is not the only notice route. Under West Virginia Code §62-12-23d, a person entitled to release and parole-hearing notice should send written requests to both WVDCR and the West Virginia Parole Board when the statute applies.
