Northern Regional Jail Release Paths

Northern Regional Jail and Correctional Facility has two functions in one WVDCR complex. The jail side receives people committed through county courts, including people awaiting adjudication and people serving an applicable local sentence. The correctional side can hold state-sentenced offenders. A name leaving one search does not answer what happened next. The person may have entered the community, moved from the jail side into prison custody, transferred to another WVDCR site, or gone to a county, federal, or immigration authority.

A Marshall County jail detainee may enter the community after a personal-recognizance or secured bond, a dismissal, time served, or another court-authorized release. A state-sentenced person may leave confinement on parole, enter mandatory supervision, reach the Minimum Discharge Date, receive final discharge, or transfer. Parole is conditional freedom under supervision. Discharge is the end of the custodial or supervision duty shown by that record. A transfer is neither one. Ask for the literal release code and any destination or receiving-agency notation.

Note: The building can hold jail detainees and state-sentenced people, so a facility name alone does not identify the right release path.

Confirm Northern Regional Jail Releases

Start at the WVDCR Offender Search hub, which separates regional-jail and prison records. The jail search is mainly a current-custody locator. The prison search covers state correctional custody and may display sentence or release-related information. An absent jail result is not a release certificate. It can reflect spelling, a portal delay, a transfer, or a different custodian.

1. Search the regional-jail route with the exact first and last name. Repeat a documented alternate spelling if needed.
2. Check the separate prison route when sentencing or transfer evidence points to state correctional custody. Match the OID and other identifiers.
3. Review the Sheriff's official 48-hour view for a short-lived local clue, but do not treat an empty or expired list as proof.
4. Match the custody event to the Marshall magistrate or circuit court order. The order explains legal authority, not the gate time.
5. Use VINE for a status alert, then request the existing WVDCR release sheet, time sheet, or transfer notation when the result remains unclear.

Northern Regional Jail Record Requests

WVDCR operates Northern Regional Jail and Correctional Facility, so a request for its booking or release sheet should begin with WVDCR or the facility. Describe an existing record rather than asking staff to build a report or answer a broad question. A focused request can name the custody episode, the fields sought, and a preferred electronic format. West Virginia FOIA requires action as soon as practicable and within five days after weekends and legal holidays are excluded. That is a response deadline, not a promise of full production by then.

Include the exact name, a documented alternate spelling, date of birth when appropriate, OID or booking number, Marshall County case number, and approximate admission and departure dates. Under West Virginia Code §29B-1-3, fees may cover actual reproduction cost, but not search, retrieval, or staff-time charges. The official WVDCR facility profile identifies Northern Regional Jail and Correctional Facility as the operating adult complex in Marshall County. It opened in 1994 and serves Brooke, Hancock, Marshall, Ohio, Tyler, and Wetzel Counties. That six-county role matters. A person held in the building is not necessarily a Marshall County defendant, and a facility-wide population measure cannot be treated as a Marshall-only figure.

The official profile is the sound source for the operator, location, and main contact, while WVDCR searches and case records answer person-level custody questions.

Those annual-report figures are historical average populations. They are not release totals, capacity figures, current occupancy, or Marshall County-only counts. They also span more than one legal category within the complex. No current Marshall-only release count was verified.

Marshall Release Records Cross Systems

The Marshall County Sheriff's roster chooser offers “Current Inmates” and an official “48 Hour Release” view. The release view is a local clue, not the primary operator's full archive. It was empty on the research date, so its populated fields and photo coverage could not be confirmed. Its “Marshall County Detention Center” wording also does not establish a second jail. WVDCR identifies Northern Regional Jail as the facility serving the county, and the county's own inmate-location route points readers to WVDCR and BOP.

The West Virginia Judiciary's Marshall County route answers a different part of the question. Magistrate court often supplies the initial appearance, bond, and misdemeanor route. Circuit court handles felony and other matters within its authority. A bond, dismissal, or sentence order can explain why custody should change, but only the facility event shows the actual departure time. If another warrant or detainer remains, the person may stay confined after the Marshall case changes.

Northern Regional Jail ICE Transfers

Northern Regional Jail is named in a 2022 agreement for ICE detention services in West Virginia. That agreement makes the ICE Online Detainee Locator System a meaningful follow-up when a release code or destination identifies ICE. It does not prove the agreement is in current use, that every immigration hold leads to a transfer, or that a named person was ever held for ICE.

ODLS is a current or near-current custody locator. The A-number search requires nine digits, with leading zeros added when necessary, plus country of birth. The biographical route uses the exact name, country of birth, and date of birth. ICE says its locator can include a person released from ICE custody during the prior 60 days. After that, no result is inconclusive. An ICE release also does not end an immigration case by itself.

Federal pretrial prisoners add another route. The U.S. Marshals Service can place them in local or state facilities, but it has no general public released-prisoner locator. A federal court docket, the USMS records route, and later BOP locator results must be reconciled. Movement from Northern Regional Jail to federal or immigration custody is a transfer, not proof that the person entered the community.

Northern Regional Jail Release Pickup

No official source states a routine exit door, release hour, family waiting point, weekend property process, gate-money amount, or public pickup procedure for Northern Regional Jail and Correctional Facility. The West Virginia magistrate rules provide after-hours bond-check periods and call for prompt court action when bond can be posted. Those rules govern court access. They do not promise a physical departure time from the facility.

Call the facility before travel and ask staff to confirm the current pickup point and public instructions. WVDCR property policy supports inventories and property receipts, but it does not supply a researched local pickup timetable. A family should also verify transportation before relying on it. Local guides list OVRTA, IC Cab, rideshare service that may vary, and an availability-based SOR ride program for treatment travel. None is documented as a jail-gate pickup.
